The PM should be using assignment, not labels, to instruct an agent to pick up work. Remove all references to those labels so there is no confusion. Re-enforce that assignment is "the way".

Also, make sure dev & test agents are prompted to assign directly to each other if agent-test rejects a PR. This reduces chatter and keeps PM from being a bottleneck.
